Public Housing and Housing Choice Vouchers (Section 8) To apply for either type of help, visit your local Public Housing Agency (PHA). Some PHAs have long waiting lists, so you may want to apply at more than one PHA. Your PHA can also give you a list of locations at which your voucher can be used.

The Housing Choice Voucher Program (formerly Section 8) is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. The Housing Authority administers the Voucher program in Warren County.

First-Time Home Buyer Down-Payment Assistance For areas outside the cities of Warren, Niles, and Girard, up to $5,000 or a 20% down payment may be provided by the program to assist in the purchase of the home.
